The Club has several methods to communicate with our members and to allow our members to communicate between themselves: our newsletter; my (informative and humorous) e-mails; and our Google page. We also have a Facebook page. If you use Facebook, search for “St. Petersburg Bicycle Club” and request to become a member (not a “fan”). For now we are restricting membership to Club members.

 
No Points for Cycling Infraction PDF Print E-mail

Recently a member asked me if a ticket for a cycling infraction (AKA “breaking the law”) would result in points to their driver’s license. Of course, no SPBC member would violate a traffic law or ordinance, but in the unlikely event that did occur, no points would be applied to your driver’s license.

The law addressing “points” (322.27(3), Florida Statutes) refers specifically to “motor vehicles”. Bicycles are vehicles, per the law, but not, obviously, motor vehicles. If you have questions about Florida’s cycling laws you can always ask me, or preferably, go to http://flbikelaw.org/. That site has an “ask” function if you cannot find an answer to your question in the resources there.

Legal Riding

While we’re discussing cycling laws, remember the law is clear that it is illegal to ride more than two abreast, even if doing so would not otherwise impede traffic (as on a narrow road). Also, cyclists are required to ride as far to the right side of the road as practical. “Practical” has several components, the most important being safety. There is no requirement to ride in a bicycle lane, but the courteous cyclist will do so (if other traffic is present) if it is safe.

322.27  Authority of department to suspend or revoke license.--

(1)  Notwithstanding any provisions to the contrary in chapter 120, the department is hereby authorized to suspend the license of any person without preliminary hearing upon a showing of its records or other sufficient evidence that the licensee:

(a)  Has committed an offense for which mandatory revocation of license is required upon conviction. A law enforcement agency must provide information to the department within 24 hours after any traffic fatality or when the law enforcement agency initiates action pursuant to s. 316.1933;

(b)  Has been convicted of a violation of any traffic law which resulted in a crash that caused the death or personal injury of another or property damage in excess of $500;

(c)  Is incompetent to drive a motor vehicle;

(d)  Has permitted an unlawful or fraudulent use of such license or has knowingly been a party to the obtaining of a license by fraud or misrepresentation or to display, or represent as one's own, any driver's license not issued him or her. Provided, however, no provision of this section shall be construed to include the provisions of s. 322.32(1);

(e)  Has committed an offense in another state which if committed in this state would be grounds for suspension or revocation; or

(f)  Has committed a second or subsequent violation of s. 316.172(1) within a 5-year period of any previous violation.

(2)  The department shall suspend the license of any person without preliminary hearing upon a showing of its records that the licensee has been convicted in any court having jurisdiction over offenses committed under this chapter or any other law of this state regulating the operation of a motor vehicle on the highways, upon direction of the court, when the court feels that the seriousness of the offense and the circumstances surrounding the conviction warrant the suspension of the licensee's driving privilege.

(3)  There is established a point system for evaluation of convictions of violations of motor vehicle laws or ordinances, and violations of applicable provisions of s. 403.413(6)(b) when such violations involve the use of motor vehicles, for the determination of the continuing qualification of any person to operate a motor vehicle. The department is authorized to suspend the license of any person upon showing of its records or other good and sufficient evidence that the licensee has been convicted of violation of motor vehicle laws or ordinances, or applicable provisions of s. 403.413(6)(b), amounting to 12 or more points as determined by the point system. The suspension shall be for a period of not more than 1 year.

SPBC Members:

To encourage safe riding habits, reduce risks and accidents, and to improve the image of cyclists in general and the St. Petersburg Bicycle Club (SPBC) specifically, the SPBC has obtained a dozen green “Captain” arm bands. On Saturday mornings during the groups rides they’ll be worn by club members who are experienced in group riding etiquette and techniques.

Ride Captains will know the routes, will follow the “Rules-of-the Road” and demonstrate safe riding habits. They are expected to take their turn pulling – but not pull the entire ride. They will be approachable and open to discussion and feedback. They are human and thus will make mistakes. Don’t yell at them or talk negatively about them….unless you are ready to step-up and be a Ride Captain the following week!

Their focus will be to provide education; however, if you don’t want to follow their guidance, please drop out of that ride!

We have started a new discussion group for members of the club.

The objective of the Discussion Group is to give club members a place to ask questions, make suggestions, and collaborate with each other on-line.
